The occurrence of earthquake disaster in Iran is unavoidable and the experience of past disasters suggests that various factors affect the human casualties and economic losses caused by the earthquake disaster. Identifying and knowledge of these factors in relation to seismic risk management can reduce the severity of casualties and damages of the earthquake disaster, and failure to pay attention to effective factors in exacerbating the effects of earthquake disaster makes it impossible to realize seismic risk management.One of the factors affecting the earthquake event casualties is the climate factor. Although the climate of a region includes various factors, the minimum temperature factor is more effective than other climatic factors in earthquake events. The minimum temperature itself creates a special condition, but in the conditions of the earthquake disaster, it will lead to the deterioration of the disaster. Therefore, the role of minimum temperature in earthquake disaster management is undeniable. So that disaster planners and decision makers, with the prevention measures, can greatly reduce the disaster of the earthquake.}, keywords = {Disaster Management,Seismic Risk Management,Climate,Minimum temperature,Prevention Measures}, title_fa = {بررسی کمینه دمای متوسط سالانه کشور به عنوان یک ضرورت در مدیریت بحران زمین‌لرزه}, abstract_fa = {کشور ایران از کشورهایی است که به دلیل وضعیت ساختاری و اقلیمی بحران­های متعددی به‌ویژه زمین­لرزه را تجربه نموده است. وقوع بحران زمین­لرزه در کشور ایران اجتناب ناپذیر بوده و تجربیات بحران­های گذشته بیانگر این است که عوامل مختلفی بر میزان تلفات انسانی و خسارت­های اقتصادی ناشی از بحران زمین­لرزه تأثیرگذار است. شناسایی و آگاهی از این عوامل در راستای مدیریت خطرپذیری لرزه­ای می­تواند تا میزان زیادی از تلفات و خسارت­های بحران زلزله بکاهد و عدم توجه به عوامل مؤثر در تشدید اثرهای بحران زمین­لرزه، تحقق مدیریت خطرپذیری لرزه­ای را ناممکن می­سازد. یکی از عوامل تأثیرگذار در تلفات رویداد زمین­لرزه، عامل اقلیم است. اگرچه اقلیم یک منطقه، فاکتورهای مختلفی را شامل است، اما در این میان، عامل کمینه دما، بیش از سایر عوامل اقلیمی در تلفات رویداد زمین­لرزه مؤثر است. کمینه دما به خودی خود شرایط ویژه­ای را ایجاد می­کند، اما در شرایط بحران زمین­لرزه، به وخیم شدن وضعیت بحـران می­انجامد. بنابراین، نقش کمینه دما در مدیریت بحران زمین­لرزه غیرقابل انکار است. نبود اطلاعات صحیح و تفکیک شده در این زمینه، می­تواند مدیریت بحران زمین­لرزه را در شرایط سرد آب و هوایی تحت تأثیر قرار دهد. به منظور ارتقای سطح مقابله با بحران و نیز مراحل مختلف مدیریت بحران، با بررسی اجمالی نقش کمینه دما بر فعالیت­های مدیریت بحران، کشور از نظر کمینه دمای متوسط پهنه­بندی گردید تا برنامه­ریزان و تصمیم­گیران بحران، با اقدامات پیشگیری تلفات بحران زمین­لرزه را تا حد زیادی کاهش دهند.}, keywords_fa = {مدیریت بحران,مدیریت خطرپذیری لرزه‌ای,اقلیم,کمینه دما,اقدامات پیشگیری}, url = {https://behs.bhrc.ac.ir/article_87569.html}, eprint = {https://behs.bhrc.ac.ir/article_87569_f882ffa0d214216d9ec19788508ed2f2.pdf} }
